v$dblink

This view describes all of the database links with in_transaction = YES that have been opened by the session issuing the query on v$dblink. These database links must be committed or rolled back before being closed. The database links are main channels for the propagation of messages. Replication completely depends on the database links.

v$log

This view displays log file information from the control file. The FIRST_CHANGE# column shows the lowest SCN in the log, and the FIRST_TIME shows the time of the first SCN in the log.
